Former Speaker Kadaga still uses Oulanyah’s Office Phone

Former Speaker of Parliament Rebecca Kadaga is yet to come to terms with the fact that she is no longer the Speaker of Parliament.

Kadaga who was defeated by her former deputy Jacob Oulanyah whom she used to mistreat so much, is still using facilities of the Speaker of Parliament.
This website has established that though Kadaga accepted the appointment as First Deputy Prime Minister and Minister for East African Community Affairs (EAC), she doesn’t want to associate with the position she holds now.

She has maintained her contacts on social media as those of parliament.
The website she promotes and wants to be contacted on is the parliament website not for EAC.
Kadaga has also maintained the official telephone line of the Speaker of Parliament 0414377100 as her contact line on Facebook not the one of Deputy Prime Minister or EAC Minister.

Kadaga still uses Speaker’s office contacts

Sources say the woman who loves power and media attention is struggling to accept life without being Speaker of Parliament.

This website has been told that she is ever ringing staff of parliament pleading with them to update her on developments in the House. She is also repeatedly pleading with MPs to always invite her to their functions so that she can get some media coverage.
Last week, Kadaga faced a backlash on twitter after she posted that parliament was wrong to ask the NSSF Bill to be introduced afresh.

She was reminded that she quoted Rule 235 of parliament rules of procedure selectively.
While the rule 235 (2) provided for the resolution of parliament to have business from the previous parliament to be adopted by the new parliament, rule 235 (4) provides that such a resolution can only be made in the second sitting of the new parliament.

In this case, the business was not introduced in the second sitting implying that it lapsed. But Kadaga wanted to dupe the public that she knows rules more that the new Speaker.
Kadaga is known for populist approach to parliamentary business while Oulanyah is a strict adherent of the rules of procedure.
Critics have asked why she did not advise her immediate supervisor Robinah Nabbanja, who is the Prime Minister and Leader of Government Business to bring the matter of NSSF Bill to parliament during its second sitting and only to tweet months after the Bill had lapsed.

Sources say her real anger is a motion by Hon Anthony Akol supported by Kumi Woman MP Christine Apolot to introduce a private members Bill seeking to amend the Administration of Parliament Act to specifically have the deputy Speaker as the deputy chairperson of the Parliamentary Commission.
Previously, Kadaga refused Oulanyah to chair the Commission meetings even when she was indisposed causing paralysis in the management of parliament.
Akol’s motion also seeks to return the Rebecca Kadaga Institute of Parliamentary Studies (RAKIPS) back to mainstream parliament management as opposed to making it an agency at a time government is rationalizing agencies.

The institute is running parallel with parliament and is not held accountable by the Clerk to Parliament. Some people are even questioning why Kadaga named a public institute after her as if it’s a private venture. Not even President Museveni has ever named anything public after himself.
